Use dct instead of cc for license, as they are equivalent to RES.

Update in line with suggestions from Christophe Gueret at the BBC: 1. Merge the Turtle description resource with the description (we only have a single format for the description). If multiple formats are added later, these would each need their own resource to describe them. 2. Use a '/' URI for the HTML representation of the article, rather than #html. This is to prevent mis-interpretation of the hash URI when the HTML page is requested by a browser. 3. Use wdrs:describedBy to link the article to its description.

Modify the hash URI of the HTML representation to make it clear that the representation is of the #article resource.
1. Add topic/primaryTopic to the article itself, with links to dbpedia. 2. Move the HTML representation to #article, as this is a representation of the article, not a representation of the description of the article. 3. Use more realistic entries for the copyright resources on #article and #html.
Prefer dct as the namespace for DC terms.
Revert links to the "thing" described by a resource, rather than the description of the resource, as this will be more immediately useful and remove some indirection.
Because the bl:related* predicates point to resources in this dataset, modify the URIs to point at descriptions, rather than the things described.
